GCI is an 8(a) small, disadvantaged business, certified through the Small Business Administration (SBA) program with a graduation date in 2016. The 8(a) program is SBA's effort to promote equal access for socially and economically disadvantaged individuals to participate in the business sector of the nation's economy.
Any government client can utilize the 8(a) program to rapidly get a contract in place up to $3.5M with GCI. The following steps are all that is required to easily initiate a new project:
1.) Discuss with GCI personnel the nature of the work to be performed.
2.) Contact your local small business (SB) office to notify them you would like to initiate an 8(a) contract with GCI. The SB office will then notify GCI regarding your intentions.
3.) Provide a brief statement of work to your local contracting officer regarding the type of work to be performed. The contracting officer will then send that document to GCI to write a proposal in response to the statement of work.
4.) GCI delivers a brief technical proposal and cost to the contracting officer who then places the work on contract.
5.) The entire process often takes a few days to a few weeks – much faster than existing IDIQ contract vehicles or other competitions.
GCI is a Prime Contractor on 8(a) STARS II Constellation One which includes four functional areas designated by the North American Industry Classification System (NAICS). These NAICS are:

DESP III
Global Consulting International (GCI) is a Prime Contractor for the United States Air Force’s Design & Engineering Support Program (DESP III).
DESP III is the follow-up contract to DESP II.For the DESP III contract, GCI leads a team of large and small 8(a), Woman-owned, SDVOSB, Hubzone companies that are also familiar with the various components, systems and requirements of the Air Force and other Department of Defense agencies that will have access to the DESP III contract for their own needs.
DESP was established to develop and administer a multiple-award, indefinite delivery/indefinite quantity (ID/IQ) contract for providing a broad range of engineering services in support of any system or subsystem within the Air Force and other Department of Defense agencies. One of the primary objectives of the program is to enable customers to contract for engineering services in a fraction of the time normally required for standard contract actions.
Engineering services under DESP III will support specific agency objectives that focus on improving system lifecycle cost, operational life, performance, safety, environmental friendliness, and sustainment, including maintainability and support.Such engineering services efforts will be in the areas of environmental improvement issues, reliability, productivity, efficiency, new design, technical documentation, diminishing material and manufacturing sources, and cost savings.
